SASKATCHEWAN JUNIOR FEMALE HOCKEY LEAGUE
Constitution
Article 1 – Name
The name of the League shall be known as the Saskatchewan Junior Female Hockey League (SJFHL).
Article 2 – Objects
2.01 The League shall operate within the framework, and shall abide by all regulations, bylaws and regulations, as dictated by Hockey Saskatchewan (HS), the members respective Minor Hockey Association and the ideals of the Sask Development Model.
2.02 The Objectives of the League shall be:
a) To foster and promote the level of hockey under its jurisdiction.
b) To control and administer the playing of the game of hockey in accordance with the rules, regulations and etiquette of the game.
c) To recognize the whole hockey player – as an individual with specific social, educational and physical needs.
Article 3 – Membership
3.01 Membership to this league shall be available to one or more representative team(s) to a maximum of twelve from Minor Hockey Associations within Saskatchewan.
3.02 Each registered team is empowered to administer and conduct its affairs in accordance with the bylaws and regulations as established by the respective Minor Hockey Association, the SJFHL and Hockey Saskatchewan.
3.03 Any violation of the constitution, the bylaws and regulations of this League, Hockey Saskatchewan or Hockey Canada regulations, by any member of this League, shall render such member liable to disciplinary action and/or suspension as may be deemed necessary.
3.04 No team shall be entitled to be represented and/or have voting privileges at any League Meeting unless its financial commitments to the League are fully paid and they are deemed to be in good standing with the League.
3.05 The Annual Membership Fee shall be established at the Annual Meeting. This Membership Fee for each team is payable to the League before such team can participate in any League, exhibition or tournament approved games. All team privileges are automatically lost upon default of any monies due the League. Such Membership Fee shall be reviewed annually.
3.06 Teams shall be required to post a performance bond annually as established at the Annual General Meeting.
Article 4 – Board of Directors & Leadership Committee
4.01 a) Board of Directors
The Board of Directors for the SJFHL shall consist of the Leadership Committee and one Director from each team.
b) Leadership Committee
The Leadership Committee shall consist of the President and up to four Vice-Presidents (Finance; Discipline; Secretary and Advisor) and a Representative of Hockey Saskatchewan who shall be appointed annually by Hockey Saskatchewan’s Board of Directors.
4.01 a) The President and Vice Presidents, Finance and Discipline shall be elected at the Annual General Meeting of the League in even years.
b) The Vice Presidents, Secretary and Advisor shall be elected at the Annual General Meeting of the League in odd years.
4.02 Directors for each Member team must be appointed annually by June 1st by the Minor Hockey Association the team is a member of.
4.03 No member of the Leadership Committee shall be permitted to represent an individual member team at any meeting of the League.
4.04 a) The Director of each member team shall be the voting members of the Board of Directors and shall have one vote, except the President who shall only vote in the case of a tie.
b) Leadership Committee members shall only have a vote within Leadership Committee meetings.
4.05 At all Meetings of the Board of Directors, a quorum shall consist of three-quarters of the voting members being present.
4.06 The duties and Powers of the Leadership Committee shall be established within the bylaws determined by the Board of Directors.
Article 5 – Elections of Leadership Committee
5.01 Nominations from Member Minor Hockey Associations may be received for the following Leadership Committee positions;
President
Vice Presidents {to a maximum of four (4)}
- Finance
- Discipline
- Secretary
- Advisor
5.02 For voting purposes, the established order of voting is as outlined in Article 5.01.
5.03 A candidate defeated for a position in the above order of voting may be nominated through a mover and seconder from the floor for any position lower in the order of voting.
5.04 Any Leadership Committee member must be elected by an absolute majority of the votes cast. If no winner is declared on the first ballot, the candidate with the fewest votes will be eliminated from the second ballot and so on, until one candidate attains an absolute majority.
5.05 The ballots shall not be destroyed until a motion to that effect has been approved by the delegates.
5.06 In the event that there is a vacancy within the Leadership Committee following the AGM, the Leadership Committee may appoint an individual(s) to fill the vacancies for a one-year term.
Article 6 – AGM and League Meetings
6.01 The Annual Meeting of the SJFHL shall be held in June annually as determined by the League Leadership Committee.
6.02 The League shall determine the amount of Board of Directors Meetings held per year at the Annual General Meeting. A minimum of seven days’ notice shall be given to all Board Members.
Article 7 – Amendments to the Constitution
7.01 The Constitution may be amended at the SJFHL Annual Meeting with the intended amendment submitted in writing to the VP - Secretary a minimum of thirty (30) days prior to the date of the Annual Meeting. Amendments require a majority vote for adoption.
Article 8 – Consistency
8.01 Where the provisions of this Constitution, Bylaws and/or Regulations are inconsistent with the Constitution, Bylaws and Regulations of Hockey Canada (HC) and Hockey Saskatchewan (HS) the HC and HS Constitution, Bylaws and Regulations shall prevail.

BYLAWS
JUNE 2023
By-Law 1. Duties of Executive
1.01 Duties of the President
a) The President shall have the duty of presiding over all meetings of the League.
b) The President may represent any or all the Executive and Board of
Directors on any occasion and will be responsible to his Executive and Board of Directors for the same. In absence of the President, or at his request, one of the Vice Presidents as may be selected by the President, shall have the powers of the President in every respect.
c) To call special meetings as deemed necessary or at the request of any combination of four (4) League member clubs received in writing.
d) To deal with and rule on all protests and/or suspensions and provide reports to the Hockey Saskatchewan General Manager and Hockey Saskatchewan Chair of Discipline regarding the details of those protests and/or suspensions.
1.02 Duties of the Past President
a) It shall be the duty of the Past President to advise the new President, Executive Committee and Board of Directors on League matters.
1.03 Duties of the Vice Presidents
a) The Vice Presidents will assume duties in various areas of the League Structure which may include any of the following:
- Vice President Discipline
- Constitution and Bylaws
- Discipline
- Record and distribute all minutes of League meetings
- Respond to all correspondence of the League.
- Vice President Awards
- League Awards, organize nominations, voting & notification of winners
- League Passes, order & distribute
- Monthly Awards, receive nominations & notify winners
- Maintain website news
- Vice President Registrations
- receive all signed player commitment forms, HCR rosters, all releases & updated HCR rosters
- update rosters in website
- Scheduling Meeting – organize & supervise
- Player Commitment Forms – review at spring meeting & have available for signing date
- Game Sheets – order & distribute as needed
- Vice President Finance
- Receive all monies of the SJFHL and deposit same to the credit of the SJFHL.
- Pay all accounts as authorized by the President or designated vice president.
- Maintain an accounting system detailing all receipts and expenditures.
- Collect all membership fees and monies due to the SJFHL.
- Track and collect all fines owing by the league, including those levied under Bylaw 3.03.
- Co-sign all cheques with the President
- Have all financial records subject to inspection of the President at all times and shall produce them at the request of the Executive Committee.
- Have all financial records prepared for review by an auditor.
- Distribute notices to member clubs and Executive Committee members of all meetings when directed by the President.
1.04 Duties of the Referee-in-Chief (RIC)
a) It shall be the duty of the RIC to:
- Critical role as official coach, evaluator, and supporter of officials.
- Actively recruits official coaches and evaluators to work towards consistency within the league.
- Assign official coaches through an online program to meet the needs of the officials, teams, and Officiating Development Program through online assigning program.
- Serve as the liaison between the officials, assignors, and league.
- Coordinate an evaluation, feedback mechanism for on-ice officials’ performance 3 times per season to help inform assignors of the expectations.
- Evaluate officials at that level of play either in person or through trusted feedback.
- Provide information and clarification to the league on expectations, new rules and procedures that are implemented by Hockey Saskatchewan and/or Hockey Canada.
- Support league president with reviews of all procedures regarding suspensions and supplementary disciplinary actions and review all officials game reports submitted.
- Recruit, train, and educate officials working within that league through open communication.
- Ensure that all officials are qualified and certified according to the regulations and guidelines set by Hockey Saskatchewan.
- Provide ongoing support and mentoring to officials to help them improve their performance or provide education or discipline when required for on-ice official’s conduct.
- Investigate and resolve any complaints or issues related to referee performance or conduct.
- Enforce the rules and regulations of the game of hockey to ensure fair play and safety for all participants.
- Maintain accurate records and reports related to official activities, including attendance, performance evaluations, and disciplinary actions.
- Availability during the season to officials, teams and league as required to find solutions to on-ice concerns.
- Provide feedback to Hockey Saskatchewan Regional Assignors based on on-ice officials performance or workplace safety.
- Work with the league with scheduling to ensure Hockey Sask Officiating Development Program has enough qualified officials to work all games within that league.
- Coordinate the payment of referee’s travel expenses.
1.05 Honorariums
The following guidelines are to be used regarding honorariums:
- President
- Vice President Discipline $
- Vice President Awards $

- Vice President Finance $
- Referee-in-Chief $
By-Law 2. Banking
2.01 The SJFHL shall maintain it accounts in a Chartered Bank, Credit Union and/or Trust Company.
2.02 All withdrawals or cheques shall require the signature of the President and VP Finance
2.03 The VP Finance shall submit an audited financial statement at the League’s Annual Meeting. The Auditor shall be appointed by the Board of Directors.
2.04 The SJFHL’s fiscal year shall be May 1st to April 30th.
By-Law 3. Cost of Membership
3.01 Performance Bond
a) A performance bond of $1,000 shall be posted by all participating teams by June 1st of the current season.
b) A performance bond shall be forfeited if a team fails to appear for a league game without the Presidents consent. The bond shall be forwarded to the non-offending team as compensation for the loss of game and expenses, less $100.00 for league administration costs. The offending team shall not be reinstated until the bond has been resubmitted to the SJFHL.
c) In addition to the loss of the bond, the team that fails to attend a league game as set for in paragraph (b) herein, the offending team shall be fined $1500 in lieu not appearing for the game. The offending team will not be reinstated until the fine has been submitted to the SJFHL.
d) That any team that fails to complete a game after it has started is subject to the loss of its performance bond, after a review of the circumstances by the league.
e) That the league retains the team’s performance bond. The teams will pay the league and outstanding amounts required to bring the performance bond up to the correct amount established by the league, prior to their next sanctioned event.
3.02 Membership Fee
The yearly membership fee shall be determined annually by the Annual Meeting.
3.03 Fines
The President, or any member of the Executive, may levy a fine of $100 per incident, for the non-compliance of any bylaw that does not have a specific fine provision. Non-compliance must be reported in writing (email is acceptable) within 30 days of the incident, to the President or a member of the Executive, and all fines levied shall be deducted from the team's performance bond, unless otherwise paid directly by the team.
3.04 New Team Fees
All new teams will pay a $1000 startup fee to cover website & awards.
By-Law 4. Probation/Withdrawal from the League
***commencing with 2024/25 season
4.01 Probation
All teams in the SJFHL shall be on a probationary period for two years.
The Executive Committee shall undertake an evaluation process and recommend full member status to the Board of Directors for approval upon completion of the two-year period.
4.02 Withdrawal from the League
a) That any Hockey Association that withdraws their team from the League after the final league schedule has been completed and causes extra expenses to the teams in the league will be charged with such expenses. Those extra expenses might include, but are not limited to, expenses paid to teams affected by such withdrawal, rescheduling costs, special meeting costs or any additional costs related to the withdrawal, may exceed the $1,000.00 team’s performance bond. Should the Hockey Associations that withdrew wish to reenter the league in some future season, then in addition to double the performance bond, the Hockey Association would be required to pay those expenses before being accepted back into the league.
4.03 Leave of Absence
Any member of the League may request a Leave of Absence from membership with consent of two-thirds (2/3) of all members of the League. The member must file a notice of a Leave of Absence by April 1st and if accepted by the League Members, will become effective as of June 15th. Any member granted a Leave of Absence must maintain its performance bond with the League and pay all Annual League Fees to maintain membership in the SJFHL.
4.04 Involuntary Termination
a) The membership of a Member and/or the membership of its officials may be suspended or terminated by a vote of two-thirds (2/3) of all members of the League, if the Member and/or the membership of its officials shall do or suffer any of the following:
- Willfully violate the provisions of these By-Laws or the Rules and Regulations of the League.
- Fail to pay any dues or other indebtedness owing to the League within thirty (30) days after written notice from the League of default in such payment.
- Fail or refuse to fulfill its contractual obligations in such a way as to affect adversely the League or its members.
- Disband its team during the League season; or disband its Hockey Association.
- Fail to present its team at the time and place it is scheduled to play in a League game, playoff game, or championship game, unless such fortune is caused by unavoidable accident in travel or conditions beyond the control of the Member or its officers.
b)
TERMINATION PROCEDURE. The membership of a member may be suspended or terminated on the occurrence of any of the events described in
Bylaw 4.04 a), hereof, by the following procedure:
- Any member of the League or the President may prefer charges that a member has violated a provision or provisions of Bylaw 4.04 a). Said charges shall be made in writing and shall be filed with the President of the League, who shall cause a copy thereof to be served by registered mail, FAX, or electronic message upon the member against whom such charges have been made.
- The member so charged shall within ten (10) days after receipt of the charges, file with the President its written answer thereto. The President shall thereupon transmit such charges and answer to the Directors of the League.
- If a majority of the Directors of the League, after investigation, favor a hearing upon the charges, they shall direct the President to call a special meeting of the League to hear the charges, to be held not more than twenty (20) days after the filing of the accused member. If within fifteen (15) days after such answer is filed, a majority of the Directors of the League shall in writing, direct the President to call a meeting of the League to hear the charges, the charges shall be dismissed.
c) At such a hearing, the President shall preside.
- At the hearing, the member so charged shall have the right to appear in person, and by counsel. Strict rules of evidence, as practiced in the courts, shall not apply and any relevant sworn testimony under oath and documentary evidence other than the heresy testimony shall be received and considered. Either the complainant or the member charged shall be entitled to an adjournment for a reasonable time to enable it to present rebuttal evidence.
- After duly considering all the evidence, the meeting shall vote upon the question as to whether the charges have been sustained in whole or in part. The affirmative vote of two-thirds (2/3) of the Members of the League shall be required to sustain the charges in whole or in part.
- If the meeting votes to sustain the charges, a vote shall next be taken on the question as to whether the member charged should be expelled from the League. The affirmative vote of two-thirds (2/3) of the members of the League shall be required for expulsion.
- Calculation of a majority of two-thirds (2/3) of the members for the purpose of this section shall be based on the entire membership including the member charged.
- The decisions of the League, made in accordance with the foregoing procedure shall be final and binding.
By-Law 5. League Meetings
5.01 League Meetings
The SJFHL shall hold a minimum of three (3) meetings per year, one being the Annual General Meeting held in-person, one being Scheduling meeting and the third being a pre playoff meeting within one month of the last regular season game each season and shall be used as a planning meeting to ensure the active ongoing development of the league. The Executive will determine if virtual or in-person, the location, date and time of meetings.
5.02 Missing League Meetings
Fines of $500.00 shall be levied against teams that do not attend league meetings.

6.02 Team Sweaters
Teams must have two sets of sweaters (Light and Dark) to be worn as follows:
a) Home team will wear
DARK sweaters
b) Visitors will wear
LIGHT sweaters
c) Sweater numbers shall be the same for the home and away sweaters
d) Teams requesting name or sweater color changes must have all such changes approved by the Board of Directors prior to said changes being permitted.
e) minimum of two (2) years before a color change is reviewed
6.03 Player Registration; as per HSK Regulations 5.08.01 to 5.08.09
Any amendments to this bylaw is through Hockey Sask
a) Junior Female is open to Players twenty-one (21) years of age and younger in the current playing season.
b) Overage players are not permitted in Junior Female teams.
c) Players of Minor Hockey age (17 and younger) are not permitted to be registered on a team in the SJFHL.
a) All member teams shall register players and team officials with Hockey Saskatchewan on the Hockey Canada Registry
c) an electronic copy of the team registration from the HCR (Hockey Canada Registry) must be sent to the Vice President in charge of registrations.
d) on June 1 teams will have 35 player commitment forms and may begin committing to players however they may never have more than 25 signed at any one time.
f) teams must submit the signed player commitment forms to the Vice President in charge of Registration.
g) Affiliate players are not permitted.
6.04 Eligibility of Players; as per HSK Regulations 5.08.01 to 5.08.09
Any amendments to this bylaw is through Hockey Sask
No player shall be permitted to participate in a League game unless she is properly registered through the Hockey Saskatchewan electronic registration system as a registered player or affiliated player. If a member team allows an ineligible player to play in a game, such game, upon ruling by the President, shall be counted as a win for the opposing member team and the coach of the member team who played the ineligible player, shall be suspended for a length determined by the President.
6.05 Movement of Players
Any player who has played and is registered by a member team may not play for any other member team during the current year or following year(s) without a release.
A release may be granted either as:
- Where the release requested by the Player is Granted by the member club of which she is registered.
- Where the release requested by the Player is Denied by the member club of which she is registered.
- For every DENIED Release, the member team must have a Player Card available to sign plus an open roster spot.
- All member teams shall immediately upon Granting or Denying a player release, notify the league website administrator and league registrar specifying the “member team, player name and release stated to the player”. Teams must notify the league within 24 hours of any deletion or addition to its roster including carded players and forward an updated HCR (Hockey Canada Registry) team roster to the Vice President in charge of registrations.
- The league executive will immediately inform ALL teams of the player Release.
Note: At no time shall a “carded player” or the parent/guardian attempt to recruit a new team to play on without having a release, this is considered “Tampering”.
By-Law 7. Scheduling
7.01 League Format
The SJFHL shall play a League schedule and Playoffs determined annually at the League’s Annual Meeting.
7.02 Home Game Locations
Member teams may designate their home game locations at the League scheduling meeting.
7.03 Scheduling
a) Weekend play
- The SJFHL shall schedule games primarily on weekends to avoid excessive travel mid-week, unless two teams agree to a midweek scheduled game.
b) Determination of Schedule
- The League schedule must be determined by August 30 annually.
- The League play can begin October 1st.
7.04 Cancellation of Games
- Except in the event of adverse weather or misadventure, the defaulting team will forfeit the points for the game on notice of less than 48 hours and will be fined $500.00 to be paid to the league in trust and forwarded to the other team involved.
This rule applies to both scheduled league and playoff games. The fine is to be paid within 48 hours of the date of the forfeited game and no further play is to be commenced until such payment has been received by the President.
- In the event of adverse weather or misadventure, the game will be cancelled, and the following procedure is to take place:
- Traveling team to phone home team immediately to inform them of the situation.
- Home team immediately informs the Referee-in-Chief, President, and Vice President in charge of statistics.
- The game will be rescheduled within 72 hours at a mutually agreed upon time and date and approved by the President.
7.05 Game Cancellation Fund
- In the event of the cancellation of a regular season or playoff game, the Executive may approve the payment of incremental expenditures that were actually incurred by either team.
- Non refundable ice costs, travel expenditures and/or other costs may be considered and must be supported by receipts.
- Payments shall be made from the league's annual operating budget.
7.06 Standings Tie Breaking Procedure
The Hockey Saskatchewan Tie Breaking Procedure contained within Hockey Saskatchewan Regulation 3.08.01 will be used to break all ties within standings of SJFHL.
Bylaw 8 Playoffs
8.01 Playoff Format
The playoff format will be determined at the League AGM meeting.
By-Law 9. Conduct of Game
9.01 Game Roster
A team must have a minimum of ten (10) skaters and one (1) goaltender to begin
any game.
9.02 Game Warm-ups
A) Each team will be allowed no less than a five (5) minute warm-up. The clock will be run for the warm-ups. All players must be off the ice at the expiration of warm-up period. Home team will notify the visiting team of their warm-up format at the scheduling meeting.
b) Home team is responsible for supplying pucks for the warm-up.
9.03 Game Timing
a) Each game will consist of three (3) twenty (20) minute stop time periods with floods in between. All league games in which the game score is tied at the end of regulation, shall be subject to overtime.
9.04 Overtime procedure for regular league games.
Ties at the end of three regulation twenty?minute (20) periods shall be broken as follows:
- There will be a two-minute break, NO flood and teams DO NOT change nets.
- There will be a five-minute three (3) versus three (3) - three players and a goalie per side - sudden victory overtime period.
- The game will finish as tied if no goal is scored in the overtime period
9.05 Regular League points system
shall be awarded as follows:
2 Points for a Regulation / Overtime win
1 Point for a tied game
9.06 Overtime Procedure, Playoffs
games shall be subject to the Hockey Canada Rule governing overtime periods.
9.07 Playing Regulations
All SJFHL games shall be played in accordance with Hockey Canada and Hockey Saskatchewan playing rules
.
- NO CHANGE ICING:
6.7 (d) A team that commits an icing violation will not be permitted to make any player substitutions prior to the ensuing face-off, with the following exceptions: (1) To replace a Goaltender that has been substituted for an extra attacker.HOCKEYCANADA.CA 73 HOCKEY CANADA PLAYING RULES 2022-2024 SECTION 6 — GAME FLOW
(2) To replace an injured player.
(3) When a penalty or penalties have been assessed to either team, a change of players will be permitted.
ii. The determination of players on the ice will be made when the puck leaves the offending player’s stick.
iii. Either team is permitted to take their time-out, as per Rule 6.18 – Time of Game, following an icing, but during that time out, the team in violation of icing will not be permitted to make player substitutions.
9.08 Shaking of Hands
Teams shall shake hands upon the completion of each SJFHL game.
9.09 Time-Outs
Each team shall be permitted one thirty (30) second time-out during
each game.
9.10 Off-Ice Officials
- Home teams shall be responsible for the assignment of a timekeeper and scorekeeper, and these positions must be filled by adults.
- Home teams shall supply 2 penalty box attendants, with a minimum age of 14 years old.
9.11 League Passes
- The SJFHL will provide League passes for the Leagues Board of Directors and a maximum of five (5) per team.
- The Leagues Pass will gain you admittance to any SJFHL game. The pass is presented to an individual and that individual is the authorized bearer. The pass is not transferable and any unauthorized use of it shall result in it being immediately revoked.
- This pass entitles the authorized bearer to all SJFHL preseason, regular season and playoff games. The holder of this pass assumes all risks and dangers and releases the SJFHL, its agents and servants from all liability for personal injury, property loss or damage of any kind whether occurring prior to, during or after the playing of the actual game or event.
9.12 Game Sheets
- Home teams must submit game sheets and reports to the League Statistician within one (1) hour of each game being completed.
- Teams failing to comply within the stated time shall be subject to a $50.00 fine.
By-Law 10. Referees
10.01 Assigning of Officials
- Hockey Sask will appoint Assignors for each SJFHL center.
- The Assignor will organize referees and linesman for all games.
- The home team will pay the game fees of referees and linesman.
- The travel expenses will be paid for by the League. Teams will be assessed a fee as part of their league fees to cover the costs of travel.
10.02 Protection for Referees and League Officials
- Each member team shall provide at its rink a separate dressing room for the exclusive use of the referees and other League Officials and shall take all steps necessary to ensure that no other person without the permission of the referee, gains access to such dressing rooms.
By-Law 11. Suspensions
11.01 Hockey Saskatchewan Minimum Suspension Guideline
- Hockey Saskatchewan Suspension Regulation 6.10.01, will be enforced. These are minimum suspensions and additional suspensions may be imposed wherever conditions and circumstances are warranted.
- Use of Video as Evidence: Acceptance of video will be allowed to be used to investigate appeals regarding suspensions within our league upon request by governors of the teams involved and to assist in any SJFHL investigative effort. A Video Appeal Committee to be put in place consisting of the SJFHL President, Vice Presidents and Referee in Chief, with the assistance of the Hockey Saskatchewan Discipline Officer.
The use of video is permissible with the following criteria:
- Video submissions are not allowed for game play situations (goal disputes/off-sides/icing etc.) or reversal of called minor penalty infractions.
- Teams have 24 hours from the end of the game in which the incident occurred, to submit a Video for review
- A $300 video review bond for each review request must be paid to the league by the team requesting the review which may be returned if the appeal is successful.
- SJFHL shall not undertake in the creation of any video or audio (the review committee will only deal with what they are provided)
- Chairperson of the investigations shall have sole discretion as to a video submission being legitimate (not altered) and appropriate to the investigation on an ad hoc basis.
- A minimal 48 hr window is required for the committee to begin review. Once all information has been presented, the video appeal committee will render a decision within 7 days.
- Referee in Chief shall acquire a report from the officials involved with the game (Refs & Linesman)
- A video/audio segment may be shared with the appropriate entities involved with the investigation:
- Hockey Saskatchewan Officials Division
- SJFHL President and executive
- Hockey Saskatchewan Discipline Officer
By-Law 12. Action Detrimental to the League
If, in the opinion of the President and or league executive, based upon such information and reports as he or they may deem sufficient, any act or conduct of any official of a member team, players, coaches, trainers, management, volunteers, billets, parents, guardians, league and game officials, whether during or outside the playing season, has been dishonorable, including the use of racial epithets or racist acts, prejudice to or against the welfare of the SJFHL or the game of hockey, he may expel or suspend such person.
Prior to any expulsion or suspension, the accused has the right to submit a written report of the incident to the League President via electronic message no later than 24 hours after the request has been made.
By-Law 13. Harassment Policy
a) The purpose of a Harassment Policy is to ensure the SJFHL, and its member teams take reasonable steps to ensure that the care of all individuals involved in the operation of the League are addressed.
This includes players, coaches, trainers, management, volunteers, billets, parents, guardians, league, and game officials.
b) The SJFHL will not tolerate abuse of any nature (sexual, emotional, verbal, or physical) to any player, coach, trainer, management, volunteers, billets, league and game officials. The SJFHL requests that all Minor Hockey Associations, who have a team as a member of this league provide documentation that indicates they are satisfied that the staff and volunteers associated with their team have an acceptable background for their position of trust.
Reports of harassment provided to the Executive of the SJFHL will be directed to the Minor Hockey Association governing the team in question and/or the appropriate government agency for investigation and action.
c) The screening of all team personnel is to be completed and provided to the SJFHL executive by October 1 of each year. Screening is to be updated throughout the season if personnel changes are made.
By-Law 14. Awards & Recognition
14.01 All-Star Team first & second all-star teams shall be selected based on the nomination and voting on by League Members. Naming and presentation will take place during the first round of playoffs. (Individual Keeper trophies to be given to respective award winners)
By-Law 15. Protests
15.01 Protests and all evidence in support thereof, must be in duplicate and signed by the President/Director of the Hockey Association of the protesting team along with the Manager of the team. Protests and evidence in support thereof, must be in the hands of the League President within twenty-four (24) hours of the advertised time of the game and must be accompanied by a deposit of $300.00 which sum shall be forfeited to the SJFHL should the Executive Committee, whose decision shall be final, disallow the protest. If the protest is upheld, the team not upholding the regulation shall lose their defense fee of $300.00
15.02 A copy of said protest and the evidence thereof must be served upon the protested club receipt of the protest. The team protested shall be allowed twenty-four (24) hours to file a defense and evidence with the President, and must be accompanied with a defense fee of $300.00
15.03 The President shall render a decision in writing as soon as possible and not later
than three (3) days after receipt of the defense. The decision shall be final and binding.
15.04 All transmission of the protest and evidence may be completed by fax/e-mail.
By-Law 16. Appeals
16.01 The Member Teams/Association shall file an appeal on behalf of any player, coach, manager or team shall have the right to appeal in regard to any decision of the Executive Committee, providing the following conditions are met;
- An appeal is sent to the President within twenty-four (24) hours of the decision of the Executive Committee outlining all reasons for said appeal which is to be dealt with within four (4) days.
- All appeals must be accompanied with a non-refundable cheque in the amount of $300.00 payable to the SJFHL.
- The President shall appoint an Appeal Board of three (3) Executive and/or Directors which shall render a decision within four (4) days.
- All appeals can be transmitted by fax and/or email.
- The Executive Committee shall not be allowed to reduce a suspension to less than the minimum as set out in Hockey Saskatchewan Regulation 6.10.01 to those parties found guilty of the offense charged.
16.02 Member Player/Teams/Association may file an appeal related to the issuance of releases under Section 6.05 Player Releases, or any other league matter not covered under
16.01
All appeals to Denied releases will be given directly to and be heard by Hockey Saskatchewan following the appeal process set out in HSK Bylaw 3.07. The SJFHL will not make any direct ruling or give direction on denied releases to players, parents or guardians requesting the release.
By-Law 17. Recourse to Hockey Saskatchewan
17.01 Any recourse to Hockey Saskatchewan of any jurisdiction of any
member, before all rights of appeal and all the rights of remedies of the Constitution and By-Laws of the SJFHL shall have been exhausted, shall be deemed to be a violation and breach of these By-Laws, and a violation and breach of the League decisions, and shall result in the automatic indefinite suspension of such member from SJFHL activities and games.
17.02 Any member team, manager, player, coach who has sought Hockey Saskatchewan action before exhausting all proper procedures of appeal will be liable for any expenses and disbursements incurred by the SJFHL.
17.03 Until all expenses are paid, at the discretion of the President, the right of membership of the said party will be suspended.
17.04 Any team, manager, coach, or player who having exhausted the appeals procedures within the SJFHL and proceeds with an appeal to Hockey Saskatchewan will be liable for all SJFHL expenses which are incurred by the League because of said appeal to Hockey Saskatchewan, should the Hockey Saskatchewan rule in favor of the League prior to reinstatement of said party’s membership with the SJFHL.
17.05 Legal Recourses
Any member team or player, coach, manager, trainer, or team who, having exhausted the appeal procedures, proceeds with Court action, will be liable for all legal costs and disbursements incurred by the SJFHL, should the Courts rule in favor of Hockey Saskatchewan prior to reinstatement of said party’s membership with the SJFHL.
By-Law 18
18.01 The By-Laws may be amended by the submission of a notice of motion to the League President or designated Vice President, a minimum of thirty (30) days prior to the SJFHL Annual Meeting. The League President shall circulate said notices of motion to the members a minimum of fourteen (14) days prior to the Annual Meeting.
18.02 The giving of notice hearing may be waived by a two-thirds majority vote of those present and eligible to vote.

Female Regulations
5.08.01 Age Eligibility
Junior Female – Open to players between eighteen (18) years of age and twenty-one (21) years of age as of December 31st of the current year.
5.08.02 Membership Fees And Insurance Premiums
The annual fee for membership in the Association and the insurance premiums shall be:

Each Player, Team Official/Bench Staff Personnel, etc. $54.00
NOTE: Includes Liability, A.D.&D. and Major Medical/Dental
All players, coaches, managers and trainers on Hockey Canada/Hockey Saskatchewan player cards or listed on team rosters which have been verified by the General Manager are covered by Hockey Canada Liability, Accidental Death and Disability insurance on payment of the participant fee. League executives and volunteers are covered only when the prescribed participant fee has been paid.
5.08.03 Residential Qualifications
No residential qualifications shall be required for players registered with a Junior Female team.
5.08.04 Player Regulations
a) Every player competing in games under the jurisdiction of the Association shall be a member of a Team that is a member of the Association.
b) Any player, coach, manager or executive member of a team found guilty of falsifying a birth certificate, a player card or a team roster and/or having been party to or having knowledge of such, shall be automatically suspended until dealt with by the Hockey Saskatchewan Chair of Discipline.
c) Players may sign only one card per season unless released by their previous club prior to, or on January 10th of the current season. If a player is released after January 10th of the current season they are ineligible to sign with any club. If released prior to, or on January 10th, they may register with another club up to February 10th.
d) Players previously registered in another province must first obtain their release from their former team and complete an Inter-Branch transfer prior to signing a player’s card for the current season. Final dates for processing Inter-Branch transfers is the same as those for registration. (Transfer forms are available on the Hockey Saskatchewan website)
e) A Player refused her release may appeal to the Hockey Saskatchewan Registration Committee by January 10th. Such appeal must be accompanied by a non-refundable fee of $50.00.
5.08.05 Replacement Goaltenders
a) No replacement for any ill or injured player shall be allowed, except for goaltenders. A replacement goaltender may be permitted by the General Manager of his/her designate providing that a satisfactory certificate from a medical doctor or chiropractor is received indicating that the ill or injured goaltender is unfit to play. Such replacement goaltender must come from a team of the same or lower category providing permission has been granted by team management.
b) Permission for the replacement by the General Manager or his/her designate shall be in writing and must be attached to the player’s card for inspection. Where time does not permit, Hockey Saskatchewan shall inform the opposing team by phone before the next scheduled game. The player must join the team within ten (10) days of the date of the last game in which the injured or ill goaltender played or prior to the next scheduled game of the team. If the team is not scheduled to play within the ten (10) day period indicated above, the replacement goaltender cannot be replaced by another replacement goaltender unless she is injured or medically unfit.
5.08.06 Tampering as per Hockey Canada Regulation P)
a) No Player may be invited to attend or participate in an evaluation camp operated by a Team or League to which the Player is ineligible to register of affiliate for the upcoming season as of the date of the camp.
b) Team Officials shall not encourage or invite, directly or indirectly, a Registered Participant of another Team from the previous Season in the same or higher Category or from the current Season in any Division or Category, to register, participate in training camp activities or in any games without first having secured permission in writing, in the manner set forth below from the Team with which such Player is registered.
i) The written permission shall be a statement filed with the Branch in which the Player’s Team is registered, which statement shall be signed by the President, Secretary or by the designated signing officer of the Team with which the Player is registered.
c) A charge of Tampering must be filed in accordance with the Hockey Canada appeal procedure established by By-Law 52. If all Teams involved are from the same Branch, the charge will be dealt with by that Branch in accordance with its regulations.
d) Where tampering is found to have occurred, the responsible Team and/or Team Official shall receive one or more of the following sanctions:
i) A fine up to five thousand dollars ($5,000) to the offending Team, payable to the Team which files the tampering charge within thirty (30) days of notification;
ii) The deduction of two (2) unused Player allotments for that or the following season;
iii) Compensation to the Team that may lose a Player to the offending team;
iv) A minimum of ten (10) game suspension (regular season or play-offs) to the Head Coach of the offending Team;
v) A suspension for a period up to one (1) year to the responsible Team Officials of the offending team.
5.08.07 Registration Procedures
a) Teams wishing to enter Junior Female competition within the jurisdiction of Hockey Saskatchewan must apply to the Saskatchewan Junior Female League for membership no later than the League’s annual meeting. If the application is refused or not considered by this time the team may apply to Hockey Saskatchewan to have its case considered. Applications for membership beyond this date may be considered by the Saskatchewan Junior Female League.
b) All players must be registered before playing. Coaches in violation shall be suspended for no less than five (5) games.
c) i) Female Junior teams shall be provided with thirty-five (35) Hockey Canada/Hockey Saskatchewan player cards and may sign and register not more than twenty-five (25) eligible players (of which 2 must be goaltenders) at any one time.
ii) No team shall receive more cards than stated in i) regardless of injuries or player availability except under Rule E-84 of the Hockey Canada Rule Book.
iii) Overage players are prohibited from registering on a Junior Female Team.
iv) Players with minor hockey eligibility remaining are prohibited from registering on a Junior Female Team as well as from attending a Junior Female Camp.
5.08.08 Affiliations
The Teams in the Saskatchewan Female Junior League will be prohibited from affiliating players.
5.08.09 Playoff Regulations
Arrangements for Playoffs in the Saskatchewan Female Junior League shall be left up to the League.
